Investigation and inspection of the administration of Japan Atomic Energy Agency (JAEA)

The Japan Atomic Energy Agency (JAEA) is inviting companies to tender on a contract regarding an investigation and inspection of their administration. The objective of the project is to let an external party look at current business practices, identify bottlenecks and issues, analyze their causes and propose solutions to improve current procedures.  During the inspection benchmarking with overseas practices is desired.

The tender uses the Overall Greatest Value method to decide the winning contractor, i.e. an assessment of the proposal in combination with the bidding price is conducted.

 

The work includes the following activities:

-       Identification of administrative issues at JAEA

-       Assessment and analysis of the character and causes of the issues

-       Investigation of overseas practices

-       A plan to improve the administration

-       Writing of a preliminary and final report

The project needs to be completed by March 15, 2017.

The tender is not conducted under international WTO GPA regulations, which means that the projected price is set as lower than ¥16 m (about 128.000 Euro). A meeting to explain the project is scheduled for November 25, 13:30. The deadline for submission of tenders is set at December 21st. Submission of bids and documents should in principle be done by JAEA’s electronic procurement system, however bids on paper are also accepted.
